After this period of time, the deleted files are marked for permanent deletion in our system and are purged from our storage servers. Yes. A user can restore the data to a different BOX account. 

In order to run backup of co-admins, backup should be done using account with Admin role, below is a link which explains the difference between admin and co-admin accounts.
